locate の意味と使い方
「locate」の意味は、
・～を探し出す
・～を見つける
・～（居所・所在）を突き止める
・～を置く
・～を設ける / 建てる
などで、他動詞として使われます。
後ろには名詞が入ります。
例文
I was able to locate it.
→見つけられました。
I finally located the book I needed.
→やっと必要な本を見つけた。
I couldn't locate my keys this morning.
→今朝、鍵を見つけられなかった。
The bank decided to locate its headquarters in the US.
→その銀行は本店をアメリカに置くことに決めた。
R2, locate the Chancellor.
→R2、議長の居場所を探し出してくれ。

ここでは「the elementals of light and earth（光と土の精霊）」を「located（見つけた / 探し出した）」となっています。
ちなみに、ウィスプは英語版では「Lumina」に変更されています。
be located の意味と使い方
「be located」は受け身ではなく、located という形容詞として使われています。
意味は「（主語が）ある」や「（主語は）位置する」です。
そして、後ろに「in, on, at, near, about」などを置き、場所を明確にする使い方もできます。
どの前置詞が入るかは、後ろに置かれる単語によります。

The temple is located at seashore.
→お寺は海岸にあります。
Our school is located in Oklahoma.
→学校はオクラホマにあります。
The pharmacy is located within the hospital.
→薬局は病院内にあります。

「この森の中にムーンストーンがあるはずだ」
この「should」は「すべき」ではなく「～のはずだ」という意味で使われています。
location の意味
locate の名詞形が「location」で、「ロケーション」として日本語でも使われています。
意味は「場所」や「位置」です。
Her apartment is in a good location.
→彼女のマンションは良い場所にある。
また、「on location」になると「ロケ地」や「ロケで」などという意味になります。
