chances are that の意味と使い方
「Chances are +that節」には「～する可能性が高い」という意味があります。
簡単に言うと「きっと～する」です。
Chances are it will rain this afternoon.
→午後に雨が降る可能性が高いです。
→きっと午後に雨が降ります。
「Chances are +that節（SV）」の形になりますが、that はよく省略されます。
「The chances are」の形でも同じです。
The chances are the restaurant is fully booked by now.

何故この意味になる？
名詞「chance（チャンス）」には「可能性」という意味があります。
その可能性が複数ある（chances）ことから、「chances are = 可能性が複数ある = 可能性が高い」という意味に繋がります。
しかし、これは1つの慣用的な表現なので、丸暗記フレーズでもあります。
chances are that の言い換え表現
「chances are that」は「It's likely that」と言い換えることが可能です。
Chances are it will rain tomorrow.
It’s likely it will rain tomorrow.
→明日雨が降る可能性が高い。
→明日きっと雨が降るだろう。
