the number of の意味と使い方
「the number of ～」の意味は「～の数」です。
後ろには複数形が入ります。
The number of students is decreasing.
→生徒の数は減少している。
The number of guests is about fifth a day on average.
→宿泊客の数は、1日平均、約50人です。

注意点は、「the number of」が主語に置かれた場合は動詞が単数になる点です。
number は単数名詞なので、「～の数」と言う場合は単数扱いになります。
「～している人の数」の言い方
「～している～の数」という文のパターンもよく見られます。
I was surprised by the number of people attending the event.
→そのイベントに参加している人の数に驚きました。
これは「the number of people」を「attending the event」が修飾した形です。
核は「people attending（参加している人）」です。
a number of の意味と使い方
「a number of ～」の意味は「いくつかの～」です。
後ろには複数形が入ります。
A number of plans are currently under construction.
→いくつかのプランが現在、検討されているところです。

A number of people have already mentioned this happening.
→何人かが既にこの出来事について言及している。
注意点は、「A number of」が主語に置かれた時は動詞が複数形になる点です。
上記の例文は、「plans が検討中」と「people が言及している」から動詞は複数形、と考えると分かりやすくなると思います。
ちなみに、people は複数扱いの名詞です。
また、「A number of」は、意味的には「several」が近いです。
「多数の / 少数の」は「large / small」を使う
「多数の / 少数の」は「a large number of」「a small number of」の形になります。
A large number of people attended the concert last night.
→多くの人が昨夜のコンサートに参加した。
Only a small number of students passed the math exam.
→少数の生徒だけがその数学の試験に合格した。
「A number of」も「たくさんの」と訳されることがありますが、基本的な意味は「いくつか / いく人か」です。
the number of と a number of の違い
明確な違いは「前を修飾するか後ろを修飾するか」です。
・「The number of students」は「～の数」
・「A number of plans」は「いくつかの～」
冠詞の違いも考え方は同じで、
・「～の数」と特定の数を指すので「the」
・「いくつかの～」と明確な数を特定できないことを表すので「a」
と考えることができます。
